Description

The most eligible candidate must be in possession of a Grade 9 certificate (proof must be provided) or at least two (2) years’ experience as a driver / supervisor (period of experience as Supervisor / Driver must be clearly stated in the application). A valid Code C1 driver’s license with a valid PRDP. Applicants must have supervisory skills with good human relations.

DIRECTOR: DEVELOPMENT – Ten (10) year Performance based fixed term contract.

Description

This is a new position, which resulted from the restructuring and repositioning of the Municipality in accordance with its reviewed strategic vision and focus areas. The Municipality intends to transform itself into a competitive developmental municipality and specifically in terms of Community, Stakeholder Relations, Economic and Organisational Development. This position will specifically be responsible for the latter two mentioned development areas. The Heads of Department of respectively Development Services and Organisational Development will report to this position.

In order to meet the needs of the Theewaterskloof Municipality, the successful applicant will conform to the following:
• Honours Degree in Social Sciences / Public Administration / Law or any field applicable to the disciplines to be performed by this directorate and/or within the context of transformation management, economic and/or organisational development • Minimum of 7 years’ experience at senior management and middle management level, of which at least 2 years must be at senior management level. The successful candidate if not already competent will have to comply with Minimum Competency Regulations for Senior Managers of municipalities as is provided for in Regulation 493 dated 15 June 2007 within 18 months of appointment. Although appropriate experience in a local government environment will serve as a recommendation, it is not a minimum requirement.

Municipal Manager

Description

In order to meet the needs of the Theewaterskloof Municipality, the successful applicant will conform to the following:

  • B Degree in Public Administration/Political Sciences/Social Sciences/Law, or equivalent at an acceptable institution
  • The successful candidate will have to comply with Minimum Competency Regulations for Accounting Officers of municipalities as is provided for in Regulation 493 dated 15 June 2007 within 18 months of appointment
  • A post graduate qualification in fields related to public administration will be an added advantage
  • Year minimum relevant experience at a senior management level and have a proven institutional transformation record in the public or private sector
  • The required core competencies as stipulated in Annexures A and B of the Regulations on Appointment and Conditions of Employment of Senior Managers Government Notice 21 in Government Gazette 37245 dated 17 January 2014
  • Advanced knowledge and understanding of relevant policy and legislation
  • Advanced understanding of institutional governance systems and performance management
  • Advanced understanding of council operations and delegation of powers
  • Proven track record of good governance, audit and risk management, budget and finance management

Description

  • Candidates must have experience in the management of informal settlements as well as the implementation of the various housing tools.
