Salary: Remuneration: Negotiable (between R 768 305.00 to R 987 820.00 pa plus a 10% rural allowance)
Key responsibilities: Responsible for the following functions – HR and Risk Management / Office Administration and Councillor Support / Legal Services / ICT / Human Settlement / Town Planning / Property Management and LED; In addition to the Director’s normal corporate governance management functions, to guide, support and oversee the process of wealth and job creation within the Municipal Area, and the optimal development and utilisation of the institutional capacity of the municipality in accordance with the strategic, operational, developmental, corporate governance and sustainability demands
of the Municipality.
Key competencies: In line with Local Government Regulations on Appointment and Conditions of Employment of Senior Managers of January 2014, Government Gazette 37245. Must show capability in terms of strategic and transformational direction and leadership, people management, sound and innovative problem solving and decision making, a real interest in developmental and sustainability improvement management, executive management skills, tenacity, competitiveness and ability to deal with pressure and change. Must be self-reliant and performance driven and have the willingness and ability to accept full accountability for his or her area of responsibility. A team player and an ability to form and sustain strong partnerships with relevant internal and external stakeholder groupings. Good facilitation and communication skills in at least two of the three official languages of the Western Cape.
Knowledge: • Although local government experience will not be considered as a minimum requirement knowledge and understanding of relevant policy and legislation, institutional, governance systems and performance management as well as knowledge of the public office environment will be required • Broad understanding of supply chain management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No 5 of 2000) as well as knowledge of economic / organisational development and/or transitional management will serve as a recommendation • Valid driver’s licence and
NO criminal record.
